a Note to His Majesty's Minister communicating a despatch from
the Revenue Council to the effect that the Acting Inspector...
-General had been directed to prepare regulations with reference
to the issue of exemption certificates, but that the conditions
existing in Manchuria and those prevailing in the district
served by the Shanghai-Warking Railway presented important
points of difference which could not be arbitrarily reconciled.
The Customs rules at present existing in the Shanghai-Fanking
district with respect to the carriage of goods by other means
of transport than the railway differed from those in force in
Manchuria, and these differences must be taken into account in
framing the new regulations.
In replying to this communication, in a Note
dated June 2nd., His Majesty's Minister pointed out that the
question of the levy of likin must be decided in strict accord-
-ance with Treaty provisions and with the practice prevailing
on other railways in China. The Provisional Regulations for the
levy of likin on the Northern Railways secured the observance of
Treaty provisions in respect of foreign goods and native
produce on which import and coast-trade duty had been paid
respectively, and similar protection should be afforded to
foreign and native produce on the Shangha-Nanking Railway. As
